The cheat menu is located in the Options menu and you cannot save the game if cheats are in use. Enter the following at the cheats menu, a sound will confirm entry.

Maneuver your railing by using L and R so you don't fall off.

Tweaking grabs will grant you more points. Keep on pressing the trigger often to increase your point status. Tweaking a stalefish garners great results.
