Hold L + R + X + Y + click-in Left Analog-stick + click-in Right Analog-stick using two controllers -- one plugged into the first slot, and one in the fourth simultaneously at the character selection menu. A sound will confirm the code. Every driver, course, and taxi will be unlocked.

Scroll over to a driver, then hold White + Black and press the A button at the character selection menu. You'll see a message to confirm the correct code.

Scroll over to a driver, and hold White and press the A button at the character selection menu.
